02/15/2012 Network Induced Latency Tool (NILT) has been released. The tool allows collecting network latency and packet loss on large scale networks for daily operations and capacity management. Since the tool is designed without a need for agents it should easily deploy in any Cisco-based environment. It has been also integrated with NetMosaic™ NMS.
